About DeGS

The District e-Governance Society (DeGS), Sivasagar, under the aegis of the Department of Information Technology, Govt. Of Assam, is dedicated to the seamless implementation of e-Governance projects for the overall benefit of citizens in Sivasagar District. To enhance services, technologies, and infrastructure, the Society has been registered under the Societies Registration Act, XXI of 1860, granting it a legal identity. The first meeting of DeGS was held on February 12, 2014. The Society has been renewed, extending its validity until January 1, 2028.

Objectives:

(a) To roll out/ assist in rolling out and maintain/ assist in maintaining e-District application and other electronic citizen services in the district;

(b) To manage/ assist in managing, supervise/ assist in supervising and implement/ assist in implementing back-end computerization of Government Departments with long term vision of

Government within the district;

(c) To provide guidance and support to the e-governance projects at district level subject to overall instructions of the IT Department;

(d) To work closely with the Department/ State Designated Agency (SDA)/ Implementing Support Agency(ISA) and Application Developer to undertake/ assist in undertaking the field work, comprehend the requirements, document the observations and prepare road-map;

(e) To build capacity of the staff and executive resources of the district administration to further the initiatives of the National e-Governance Plan(NeGP) and any other such plan of the State Government or the Government of India, which may from time to time be introduced;

(f) To implement/ assist in implementing guidelines of State Government and Government of India for e-District, CSC, SWAN, SDC, SSDG and any other e- Governance Programmes in the District;

(g) To support the Common Services Centers (CSCs) in the District for providing G2C/ G2B services as per the Service Level Agreements between Departments/ SDA for CSCs and the Service Center Agency (SCA) or otherwise. It would assist in identifying and recommending the Citizen Services which can be provided in consultation and co-ordination with the concerned departments on priority and assist SCA in roll out of services in CSCs with prior approval of the IT Department;

(h) To receive grants, donations, or any other fund from the State Government / Government of India, their PSUs, public sector banks and any other donor agency and to manage/ assist in managing & monitor/ assist in monitoring the receipt & utilization of the financial support received;

(i) To collect user charges, share revenue with approved stakeholders and collect statutory dues as fixed by the State Government/ Government of India/ any Department of the State Government or Central Government and keep proper records of the same;

(j) To take suitable publicity measures and awareness campaign through any media including TV, radio, newspaper, conferences, seminars, public meetings, banners, posters etc for creating awareness about transformation through e-Governance for the benefit of the citizens;

(k) To enter into collaborations, MoUs, partnerships, agreements and contracts with individuals, companies or other organizations after prior approval of the Department, for the furtherance of objects of the society;

(l) To hire or accept as gift any movable or immovable property, or rights therein, or privileges attaching thereto, which may be necessary for attaining its objects;

(m)To operate its accounts with any scheduled bank with prior approval of the Department;

(n) To hire professionals, consultants, Third Party Auditors and other specialized agencies as found necessary for smooth conduct of the business of the society, without any financial implication to the State Government;

(o) To maintain/ assist in maintaining the infrastructure under any e- governance project after the expiry of the contract period with the Implementing Agency and devise appropriate strategy in consultation with the Department/ SDA to ensure sustainability of such project;

(p) To undertake any other function as may be assigned by the State Government, Government of India, Department or the SDA;

(q) To undertake any other activity incidental or ancillary to the above and for furthering the objects of the society.

 

Projects Managed by DeGS, Sivasagar in the District

  1. e-District Project – Digital delivery of Government-to-Citizen services.
  2. Assam State Wide Area Network (ASWAN) – Secure and high-speed connectivity for Government offices.
  3. Sewa Setu – A citizen service platform for Grievance Redressal and digital service access.
  4. Public Facilitation Center (PFC) – Centers providing various government services to citizens.

Events Organized by DeGS, Sivasagar

  1. Digital India Week (July 1–7, 2015) – District-wide celebration promoting digital initiatives.
  2. Awareness Camps under ACCSD (World Bank Project) – Conducted at block levels to promote ACCSDP.
  3. Capacity Building Programme on ARPTS Acts & Rules – Training sessions for government officials.
  4. Internet Safety Day (February 11, 2025) – Awareness campaign on digital safety and cybersecurity.
